The City of Canning has joined the Cities of Cockburn, Rockingham, Stirling, Swan and Wanneroo in providing builders with a quick and easy way to submit building licence applications for single, residential buildings.
The electronic lodgement system (els) is the interface portal of the Building Application Lodgement Integration Project (BALIP).
The BALIP program, funded by the Federal Government’s Regulation Reduction Incentive Fund (RRIF), is administered by Ausindustry in close association with local government to establish standardised applications and procedures.
The system allows builders to submit a building application to Council online, benefiting from a standardised application process, faster submission approval times and reduced regulatory compliance costs.
To ensure the application is processed, builders need to meet the following criteria:
- The application must be complete and must meet R-codes, acceptable development provisions and local District Planning Schemes
- Title to the property must be available
- A valid home indemnity insurance policy must be held
- BCITF levy must be paid direct to the BCITF Board
- The builder must have an account with each relevant municipality for payment of Building Control Fees
