Local Government Minister Hon John Castrilli MLA announced on 9 February 2012 that the Department of Local Government would undertake an Authorised Inquiry into matters related to the governance of the City of Canning.

At this time an interim Commissioner, Mr Linton Reynolds, was appointed by the Minister to oversee the administration of the Council until such time the Inquiry was complete and/or newly elected members commenced.

The Report of the Authorised Inquiry into the City of Canning (2012) was completed on Wednesday, 14 November 2012 and tabled in Parliament on Thursday 15 November 2012.

On 16 September 2014 the Minister for Local Government announced the finalisation of the City of Canning Inquiry which included the dismissal of the City of Canning elected members.  He also announced that the City would be overseen by three new Commissioners Steven Cole (Chair), David Gray and Steve Smith.

Chair of Commissioners, Steven Cole, is a Perth-based lawyer and corporate consultant with more than 40 years of professional, corporate and business experience. Specialising in corporate governance, his current board roles include ASX listed, statutory authority and charitable organisations. 

Commissioner David Gray is a Planning Consultant and life member of the Local Government Planners Association. David has extensive experience in working in and with Local Government, particularly on DAPs (Development Assessment Panels) throughout WA and on land use projects. 

Commissioner Steve Smith has an extensive background in local government holding senior executive positions and serving as a Commissioner at both Joondalup and South Perth. Steve has also authored several training manuals for local government officers and elected councillors.
