On approving a kennel establishment a licence shall be issued upon payment to Council of the annual licence fee, and –
Annual Kennel Licence fee of $200 to be paid on lodgement of application and annually thereafter for the renewal of that licence.
  • , If a licence is cancelled, the fee paid for that licence is not refundable for the term that has not yet expired
  • , The kennel licence may be renewed annually by the 31st October each year
  • , A currently paid kennel licence is transferable for a fee of $70.00
  • , All dogs currently residing on a kennel property must be registered & microchipped
  • , The registration fee for the dogs on the property is nil as registration is part of the $200.00   kennel licence fee.

It is a legal requirement that all dogs over three months of age are registered. To assist in reuniting lost pets with their owners quickly, dogs must wear both their registration tag and an identification tag at all times. This registration tag should be worn alongside an identification tag that includes your name and address (owner)

Registering your dog for the first time

  • Your dog must be microchipped prior to registration
  • Sterilisation is optional, however the City does provide discounted registration fees for sterilised dogs.
  • Payment is due at the time of application (payment options are listed on the registration form).
  • Concession rates are available for eligible concession and pension cards.

A certificate of registration will be forwarded to you accompanied by the appropriate registration tag.

Registration renewals

Registrations for one or three years are due on the first of November each year. Lifetime registrations are also available.

Change of Ownership – when a registered animal is sold or given way.

If you sell your dog or give your dog to another person, you will need to complete a Change of Ownership form within 28days, so the City can update your animal records. This includes kennel dogs.

If you are transferring ownership, and wish to transfer the registrations then you are still required to submit a completed Notification of Change of Ownership.

The new owner is required to register their dog, so they must submit an application form that includes stating the current registration number and Tag number. Officers can then issue a new Certificate as proof of registration with the City of Canning,

There are no fees associated with transferring ownership.

Note: It is the responsibility of the seller/owner selling or transferring a microchipped animal to update all microchip details with the respective microchip company,

Puppies/ Breeders- Under the Dog Act 1976 Transfer of ownership of unmicrochipped dogs, it is an offence to sell and rehome a dog that is unmicrochipped this includes puppies.  For further information please refer to the Dog Act 1976.

Transferring a registration 

Dogs and cats that have a current registration with another council can transfer their registration for free.
Guide dog registrations are also free.
 
In the case of a transfer, the applicant needs to show proof that their animal is registered with another council, and also proof of sterilisation and micro-chipping if it is not evident on the previous councils registration certificate.

It is a legal requirement for all cats six months of age or older to be registered.

Cats should wear a collar with current registration and identification tags at all times, this will help in safely returning your cat if it is ever lost. If the owner of a cat cannot be identified, it may be transported to the City’s Cat Management Facility.

Cat owners found to be non-compliant with these requirements may face a $200 infringement and fines of up to $5,000 if prosecuted.

To be eligible to breed cats you must be over 18 years of age and have sufficient facilities and a suitable premise to breed cats in a safe and ethical way.

A certificate of approval must be obtained for all Cat Breeders within the City of Canning, for approval applicants are required to adhere to the below requirements and must be a member of one of the following groups;

A copy of written confirmation of member must be provided with Cat Breeder applications.

An Application for Cat Breeder form must be completed for each cat to be kept at the property - the prescribed fee is $100.00 per cat.

  • All unsterilised cats still need to be registered as per the Cat Act 2011 and can only be registered for 1 year, for information on registering cats see above.
  • When a cat is sold or given away, the seller must ensure the cat is microchipped and sterilised prior to transfer. If the cat cannot be sterilised due to its health or age, the seller must issue a prepaid sterilisation voucher to the new owner.
  • Any cat that is transferred (including those under six months) must be micro-chipped and sterilised unless they have a medical exemption. A cat does not have to be sterilised if the seller believes the cat is being transferred to an approved breeder or if a sterilisation voucher is provided. A prepaid voucher for sterilisation is used in the case where a cat is too young to have the procedure performed (before a vet will undertake the procedure).

Breeder’s certificates are valid for 12 months from the date of registration.
