Development Assessment Panels (DAPs) act as an independent decision-making body, in place of the Local Government Authority and/or the Western Australian Planning Commission, to determine whether certain development applications should be approved.

DAPs came into effect at the City on 1 July 2011 in accordance with the Planning and Development (Development Assessment Panels) Regulations 2011.

The City falls under the jurisdiction of the Metropolitan Central Joint Development Assessment Panel (JDAP). The Metro Central JDAP has the authority to approve or refuse applications for development with a value of $10m (applicants can opt in after $2m).

The Metro Central JDAP consists of a panel of five members, comprising three technical experts and two local government representatives who are appointed by the Minister for Planning.

The appointed elected member representatives for the City are Councillors Sara Saberi and Jesse Jacobs, with Mayor Partrick Hall, Councillor Amanda Spencer-Teo and Deputy Mayor Ben Kunze as alternative elected member representatives.
