Graffiti Removal Incentive Program

Has your home or business been targeted by graffiti vandals? We're here to help.

Thanks to Department of Justice Criminal Property Confiscation Grants Program, the City is providing free professional graffiti removal and prevention support to eligible residents and business owners in the City of Canning. Delivered in partnership with Kleenit, the program is designed to restore property appearance, and remove the financial barriers to removal action.

Open from 1 August 2025 to 31 July 2026 (or until funds are expended), the Program offers:

  • financial assistance for graffiti removal on eligible private properties
  • an information kit with all the tools and step-by-step instructions you need to help prevent future graffiti
  • support for both residential and commercial properties
  • a focus on quick removal, which is proven to reduce repeat offending

Who Can Apply?

  • You must be a resident within the City of Canning, or;
  • Be the property owner, or an agent authorised to act on their behalf, or a tenant with signed consent, or;
  • Be a local business with a registered ABN located within the City of Canning, or;
  • Own, or be an authorised agent acting on behalf of, a business premises affected by graffiti within the City of Canning, or;
  • The graffiti must be located in a publicly visible and trafficable area.

How does the Graffiti Removal Incentive Program work?

2. Enquire

  • Complete the application form (PDF 560KB) in full, making sure all conditions are met. Failure to meet all conditions may result in your application being deemed ineligible.
  • Attach your images and your application form and send to safecommunities@canning.wa.gov.au for assessment. City Officers may ask for further information or arrange a suitable time to conduct a ‘Pre-Graffiti Removal Site Assessment’.
  • Alternatively, City Officers may approach identified properties that have been targeted by graffiti vandalism.

3. Obtaining a quote

  • The City will request Kleenit Pty Ltd to assess and provide a quote for the removal of graffiti.

4. Graffiti removal

  • Upon signing of the waiver, Kleenit Pty Ltd will contact the applicant to arrange a suitable date and time for graffiti removal.

5. Post-graffiti removal

  • Each applicant will receive a free Goodbye Graffiti Kit.
  • One (1) month after graffiti removal has taken place, the applicant will be emailed a post-graffiti removal assessment. This will include noting of any graffiti re-offences at the premises, any recommended controls that have been implemented and a short feedback survey for the applicant.

More information

  • The affected area must be reported to Goodbye Graffiti before applying for this program.
  • Each property owner/business premises will be entitled to up to $1,000 in removal services by Kleenit Pty Ltd per financial year.
  • Any remaining balance over $1,000 is payable by the owner.
  • This will be communicated with the business prior to arranging removal with the property/owner, invoiced directly by Kleenit Pty Ltd.
  • The City provides no guarantee that funding for graffiti removal will be provided if the allocated budget is expended prior to the closure of the program on Friday 31 July 2026.
  • Factors that influence the quote price will include the height of the graffiti, product used, surface type and size (sqm) of the graffiti.
  • Significant graffiti incidents may be eligible for additional funding and will be assessed on a case-by-case basis pending available budget.

Here's a more detailed breakdown:

1. Police Investigation:

  • WA Police will investigate the incident, potentially looking for clues or witnesses.
  • The Police may also investigate whether the graffiti is part of a larger pattern of vandalism or criminal activity. 

2. Potential Consequences for the Perpetrator:

  • If the graffiti is deemed a criminal offence (which it usually is), the perpetrator could face consequences, including:
    • Fines.
    • Penalties.
    • A criminal record.
  • The severity of the consequences will depend on the nature and extent of the graffiti, as well as the perpetrator's prior history. 

3. Graffiti Removal:

  • Once a report is made, the local council or relevant authority will generally take steps to remove the graffiti, unless located on private property.
  • The removal process may vary depending on the location and type of graffiti. 
  • The local council may be responsible for removing graffiti from City-owned property and infrastructure.

5. Additional Considerations:

  • Anonymous Reporting: You can report graffiti anonymously, unless you are reporting as a victim. 
  • Evidence Preservation: If you witness graffiti being created, it's advisable to take photos or videos to help the Police with their investigation if it is safe to do so.
  • Contacting the Police: If you see an offence in progress or have discovered graffiti that is religiously/racially offensive or threatening, it's best to contact the Police immediately on 131 444. 

Reporting graffiti helps facilitate removal, discourages future vandalism, and helps Police identify hotspot areas, ultimately improving community safety and appearance.

Each property owner / business premises will be entitled to up to $1,000 in removal services by Kleenit Pty Ltd per financial year. Any costs incurred that exceed the $1000 covered by the program (‘gap fee’) is payable by the property owner / business. You will be notified in advance of any such charges.

Applicants can apply for the Program again within the same financial year if they’ve taken at least one recommended or meaningful action at the location since the first removal.

All applications are subject to City approval and available budget.
