Regional collaboration secures long-term future for the Canning Vale Resource Recovery Centre

Since mid 2023 the Cities of Canning, Melville, and Fremantle have been working together to secure the long-term future of one of Western Australia’s most significant waste and resource recovery sites, the Regional Resource Recovery Centre (RRRC) in Canning Vale.

Over the past year, the three local governments undertook a coordinated approach to reshape the governance, operations, long term sustainability of the RRRC.

In February 2025, the City of Canning issued an Australia-wide Request for Proposal, inviting expressions of interest for the provision of waste services at the RRRC. After a detailed evaluation process, it was determined that Re. Group Pty Ltd had submitted the most advantageous proposal

The deal with Re.Group secures the regional processing capacity for recycling, Food Organics and Garden Organics (FOGO) and green waste services, and ensures the long term security of waste management in the region for up to 20 years.

The deal has also secured long term investment into the site, with up $12.5 million expected to be invested over the coming years to modernise the plant and improve resource recovery.

The carefully staged approach from the three local governments, from strategic alignment and procurement to negotiation, consultation, and decision-making, marks one of the most significant regional waste reforms in recent years.

The outcome will deliver a modern, cost-effective service and secures an operational model that will underpin recycling and FOGO processing services across the South-West metropolitan region for years to come. As one of only three material recovery facilities in Perth, the RRRG plays a critical role in servicing this area.

The deal also welcomes another waste operator into the market, which is a good outcome for the Local Government sector.

The Cities of Canning, Melville and Fremantle acknowledge the constructive engagement of their respective Councils, industry partners, the community, and the RRG staff throughout the transition.

Together, the Councils have enabled the RRRC to continue supporting Western Australia’s circular economy, environmental commitments, and long-term waste-management stability.
