What we do?

The City manages graffiti through the Graffiti Vandalism Act 2016 (Part 3, sections 16-19) where powers are provided particularly in relation to assets not under the care and control of the Local Government Authority (LGA) and the graffiti is visible from a public place.

The City takes an active role in graffiti management through direct removal and reducing negative impacts that graffiti has on the perception of safety in our community.

The City will address graffiti according to six different situations and removal will be carried out according to the following service levels:

Service Level Framework

Each sub-category carries a defined response timeframe and a structured workflow, ensuring accountability from request intake through to customer close-out.

Sub-Category

Description

Service Level

Offensive Racist, hate symbols, threats 1 day
Non-Offensive Highly visible public areas 2 days
Public Authority Referrals Referred to external authority 3 days
Low Visibility Under bridges, behind vegetation 10 days
Private Property Private land graffiti 10 days
High Risk Complex / large-scale graffiti 15 days

What don’t we do?

The City may decline the removal of graffiti where:

  • Surfaces are unsafe or inaccessible such as within railways, within Western Power compounds.
  • Removal risks asset damage where the removal method will or is likely to cause irreversible damage to privately owned property.

City Graffiti Removal Performance Reporting

From November, we will provide a report that tracks the City's graffiti removal performance across six categories, measured against established service level timeframes agreed for public accountability.
