The City of Canning has awarded the Stage 3 Tender for road construction at the Ordinary Council Meeting on 15 September 2026, with works scheduled to commence following the completion of the required service relocations.
Stage 2 service relocation works remain underway and are being undertaken by the service providers within the existing road reserve. These works are expected to result in minimal disruption to traffic flow and property access along Welshpool Road, some minor impacts may occur during construction.
Background
The Welshpool Road Duplication Project involves the reconstruction of Welshpool Road between Wharf Street to McDowell Street to improve safety, traffic flow, and access.
The project is being delivered in response to a history of crashes along the corridor, with 25 crashes recorded over a five-year period. The works will reconstruct the existing road and upgrade it to a dual carriageway, improving safety and access for the surrounding community and nearby developments.
The multi-year project is being delivered in three stages, with Stage 1 completed in November 2025:
- Stage 1: Earthworks and site work for the southern carriageway (including water main relocation)
- Stage 2: Service Relocations
- Stage 3: Road Construction
Project Scope
The primary objectives of the project are to improve road safety, increase capacity, and enhance access for current and future developments along this key corridor. Specific outcomes to be achieved include:
- Pavement Reconstruction – The existing pavement has deteriorated in several areas and requires full reconstruction to ensure long-term structural integrity and performance.
- Dual Carriageway Upgrade – The road will be upgraded to a four-lane divided dual carriageway to support improved traffic flow and provide safer, more efficient access to adjacent developments on both sides of the road.
- Access to Key Developments – The design will optimise access to key sites, including the Sam Kerr Football Centre and the 33–37 Murray Road development.
- Safety Improvements for Pedestrians and Cyclists – A new landscaped median will be constructed, incorporating pedestrian and cyclist refuges at intersections to enhance safety for active transport users.
- Lighting Upgrade – The existing lighting infrastructure is limited and inconsistent, with poles primarily located on the northern side of the road. The project includes the installation of double outreach lighting along the new median to improve visibility and safety.
- Shared Path and Public Transport Connectivity – Verge widening along the southern side of the corridor will enable the installation of a shared path completing a missing link in the local active transport network, as well as the provision of a new bus shelter to support public transport users.

The works are scheduled to commence in early January 2027
and are expected to be completed by mid-2027, subject to weather and site conditions.
Construction is generally expected to occur between 7am and 6pm, Monday to Saturday.
Some works may need to occur outside these hours where required to minimise traffic disruption, maintain public safety or meet project requirements. Where possible, advance notice will be provided.
Yes. The City of Canning will work with our contractors to maintain
access for residents and businesses throughout construction and will
communicate any temporary changes in advance.
To safely undertake the works, there may be temporary changes
to traffic conditions, including temporary lane or road closures, reduced speed limits and changed traffic conditions, traffic controllers and/or detours in place and temporary changes to pedestrian and cyclist access.
Every effort will be made to minimise disruption and maintain access to properties wherever practicable.
Please take care when travelling through the area and follow all
temporary traffic management signage and directions from traffic controllers.

The right-turn movement from Furnace Road is being removed as part of the project's road safety improvements.
A U-turn facility will be provided for cars wishing to travel in a westbound direction on Welshpool Road. Heavy vehicles can travel via Kurnall Road to Orrong Road.
